On the Fence

On the Fence

The interaction between two women along a fence-line. The woman with pail at right seems to be questioning the woman taking a break while resting on the top rail. Could she in fact be “on the fence” about returning to her own chores or just indecisive in the more broader context of making a determination for her own life decisions?
