Frederick J. Howe was from Chicago at the time this portfolio was published. A 1921 reference in Abel’s Photographic Weekly lists Howe as Chairman of the Bureau of Information for the Commercial Photographers Association of Chicago. Earlier in the 1910’s he was affiliated with Howe & Arthur, photographers at 1029 and 910 South Michigan Ave. in Chicago.
